COMMUNITY Organising

When communities work together, the possibilities for positive change are endless. Community organising is the work of bringing people together to take action around their common concerns and overcome social injustice. Community organisers reach out and listen, connect and motivate people to build their collective power to effect change. When people are organised, communities get heard and power begins to shift creating real change for good.

Community organising is tried and tested way of effecting change. Thousands of organisers across the world, including in the UK, have developed the approach which has come to be known as community organising. We build on this history.

Our definition and framework is not the only one, but it aims to encompass the range of approaches and methods which are collectively known as community organising. ‘Wigan and Leigh Community Charity will be hosting Community Organising training from February 2021 with opportunities for Community Organiser posts created from August 2021’

What IS NEighbourhood planning?

Neighbourhood planning is a right for communities to shape the way their local area is developed through the use of Neighbourhood Development Plans. Introduced through the Localism Act 2011, Neighbourhood Development Plans become part of the wider Local Plan and are used to determine the outcome of planning applications.

Neighbourhood Plans allow communities to have more influence and control over their local area to ensure they get the right type of development for their neighbourhood. However they cannot influence or block development set out previously by the Local Plan. Neighbourhood Plans are led and produced by an authorised local community organisation such as a parish or town council, or where one does not exist a Neighbourhood Forum may be designated.

A Neighbourhood Plan can:

  • Identify a vision for the area and set objectives for the next 5 to 20 years
  • Provide detailed planning policies setting out for example, where new development should be located and how it should be designed
  • Allocate sites for different types of development such as housing, retail and office space and designate areas of community greenspace
  • Identify key areas for improvement and set out proposals for them
  • Neighbourhood Plans will be subject to consultation, examination and a referendum, and once adopted form a part of the statutory development plan for Wigan
  • An adopted Neighbourhood Plan carries significant weight in determining development proposals for the local area, as a result, there are a number of legal requirements that the plan must meet

A Neighbourhood Plan must:

  • Have appropriate regard to national planning policy
  • Be in general conformity to the strategic policies in the Wigan Local Plan and Greater Manchester Spatial Framework
  • Contribute to the achievement of sustainable development
  • Be compatible with environmental obligations, as incorporated in UK law
  • Be compatible with human rights requirements

Neighbourhood planning

Neighbourhood planning gives communities direct power to develop a shared vision for their neighbourhood and shape the development and growth of their local area. They are able to choose where they want new homes, shops and offices to be built, have their say on what those new buildings should look like and what infrastructure should be provided, and grant planning permission for the new buildings they want to see go ahead.
Neighbourhood planning provides a powerful set of tools for local people to plan for the types of development to meet their community’s needs and where the ambition of the neighbourhood is aligned with the strategic needs and priorities of the wider local area. WLCC (as Abram Ward Community Cooperative) developed a Neighbourhood Plan Forum for Abram Ward in 2015 and helped to establish ACT (Abram Communities Together) as the designated Neighbourhood Plan Forum for Abram ward.

Wigan Cosmos Football Club is an FA Charter Standard Adult Club, with FA qualified coaches. We are Sponsored by Cosmos Sports and are based in Wigan, Lancashire, England, playing our home games at Fosters Playing Fields.

More Than Words evolved from a local authority dramatherapy project led by a small group of health and social care professionals. It was established in February 2011, with the aim of making the experience of performing arts accessible to everyone, in particular young people and adults with disabilities and/or autism.

Abram Community Centre

Abram Community Centre is run by leaders of the 15th Wigan Boys Brigade and Girls Association.

There has been a Boys Brigade in Abram since 1944 and we are proud to support and promote the youth and community of Abram.

We are all volunteers who give our free time to run the centre and there are no paid roles. All monies made from hiring the centre go back into the running and maintenance of the building.

Pianos, Pies & Pirouettes

We support the growth of Art and Culture in Wigan Borough, from Music to Dance and also Food. We aim to reduce inequalities that many people face when trying to be involved in Art and Culture.
Activities range from Ballet Dancing for Men, through to Song writing.

Miss Places

MissPlaces is a community business that was set up in the summer of 2017.

We are based at Platt Bridge Community Zone. Every member has their own 'story to tell; many ladies attending MissPlaces have experienced difficult life events, experienced bereavement, low self-confidence/self-esteem, anxiety, depression, or other mental health issues, or are feeling isolated or lonely.

Our members regularly report that attending MissPlaces has improved their self-confidence and self-esteem, reduced their social isolation, increased their skills set and expanded their friendship group.

Bicky Lads n Lasses

We are a youth group that meets weekly at Bickershaw Village Club and our members make products for sale; from Lip balms to Coconut Oils.
